A View Above Isleton

Isleton, California
California State Highway 160, along the Sacramento River Levee. Shown here are the rear of buildings along Main Street. The highway bypasses the town along the river levee. Last image in this series.

Note: The level of The Sacramento River (right, center) is considerably higher than the surface of the town (at left). A failure in the levee flooded Isleton in 1970, causing cosiderable damage to most of the town's homes and buildings.

Why (many years ago) did we decide to accept the risks and build in such places??
Always puzzles me.
